Some people are arguing that the lobster condos actually increase the amount of lobsters living on the reefs by providing them with a perfect place to live. I found an interesting <a href="http://www.fao.org/DOCREP/006/Y4931B/y4931b06.htm" rel="nofollow">report</a> issued by the Bahamian Government Fisheries Dept. that seems a bit inconclusive but suggests that they may be at the maximum sustainable level. They may not be considering secondary effects. Hey maybe I should just go dive everywhere in the Bahamas and take a look for myself :-}. Cheers.
